Robert Meloche, Director, Global Financial Inclusion, Visa Inc. Rob Meloche leads the program management and impact measurement of Visa’s global financial inclusion portfolio, including the design of the Innovation Grants with NetHope. Rob also directs Visa’s efforts to develop solutions for underbanked populations in North America. Rob Joined Visa from the microfinance sector, previously serving as a vice president at Opportunity International.

 

Shelley Spencer, Independent Consultant, NetHope. Shelley Spencer leads NetHope’s Payment Innovations consulting team. In this role, Shelley provides strategic advice and manages the team’s collaborative work with USAID to advance the use of digital payments and mobile money throughout the developing world. In addition, Shelley is the senior leader of the NetHope Visa Innovation Grants program that awards grant funding from Visa to development organizations implementing innovative use of e-payments. A lawyer by education, Shelley spent the first 20 years of her career in the mobile telecommunications business in the United States. She started in the telecommunications industry as a regulatory attorney and then moved to the business side, helping found and run several small mobile telecommunications carriers later acquired by Sprint. She holds a J.D. from Georgetown University Law Center and a B.A. in Economics and Political Science from Baldwin-Wallace College.
