Caroline Poirrier
Results for Development Institute

Caroline Poirrier is a senior program officer at the Results for Development Institute, where she leads the Transparency and Accountability Program (TAP) and R4D’s broader efforts to strengthen the effectiveness of social accountability interventions. Prior to joining R4D, she worked at the International Budget Partnership, an organization that collaborates around the world to use budget analysis and advocacy as a tool to improve effective governance and reduce poverty. At IBP, much of her work focused on the Open Budget Initiative, a global research and advocacy program that promotes public access to budget information and the adoption of accountable budget systems. She earned a master’s degree in international relations from the Fletcher School at Tufts University, where she focused on development economics and gender, and a bachelor’s degree from the University of Pennsylvania.
