TEAM PURPOSE
Enable transformational system changes in the lives of people to ensure the changes are durable and long term and increase Oxfam’s impact in the region by ensuring Oxfam’s country offices, clusters and regional programmes are supported to shape high quality influencing programs, they are able to convert the quality of these programmes into learning and knowledge for future programme designs and new business development opportunities. Advocacy and Campaigns team is an external face of Oxfam in Asia, initiate and coordinate advocacy and campaigns by different entities of Oxfam in Asia and partners to deliver on high quality strategic influencing interventions and develop strategic relationship and partnership in Asia.
BACKGROUND
Oxfam’s Advocacy and Campaigns Team in Asia focuses on five key regional streams of work: climate justice [climate adaptation, climate finance and just energy transition]; gender justice [addressing unpaid care work, women’s economic and political leadership]; addressing economic inequality and other forms of multiple disparities; private sector [inclusive and responsible business, business and human rights]; and rights in a digital age. These thematic areas are deeply interconnected, components of a holistic framework for regional influencing and change. Oxfam’s approach emphasizes intersectionality and integrated strategies to address cross-cutting regional issues.
JOB PURPOSE
Overall objective: To support the organization in advancing its strategic advocacy and campaign goals by identifying funding opportunities and shaping proposals.
Specific Objectives:
- To lead the development of compelling and fundable 3-4 concept notes aligned with our regional priorities and at least 1-2 full funding proposal
- To design and facilitate at least 2 joint team webinars to sharpen ideas and strengthen proposals as well as internal knowledge-sharing .
- To identify and facilitate engagement with 1-2 key donors and funding partners.
JOB RESPONSIBILITIES & EXPECTED RESULTS:
Concept Note Development – Work together with Advocacy and Campaigns team to develop at least three-four detailed concept notes, including at least one full regional multi-country project proposal that integrates two or more thematic streams.
Internal Knowledge Sharing and Co-Creation – Design and facilitate at least two internal online sessions aimed at sharpening proposal’s ideation and development.
Donor Engagement – Identify and connect with at least three relevant donors, facilitating strategic discussions between relevant Oxfam entities and donor focal persons to align funding interest with our programmatic priorities.

- Developed at least three detailed concept notes, including at least one multi-country project proposal integrating two or more thematic streams

TRAVEL AND LOCATION OF WORK – Remote
DURATION OF THE ASSIGNMENT – The intended start date will be 1st August until 31st October 2025
CONTRACT SUPERVISION – The consultant will work closely with and under day-to day supervision of Head of Regional Advocacy and Campaigns.
REQUIREMENTS AND QUALIFICATIONS
- Demonstrated experience in business development, fundraising, or program development within the non-profit or development sector
- Proven ability to develop successful concept notes and proposals for institutional donors, including multi-country or regional initiatives.
- Experience in donor engagement and relationship management.
- Ability to work independently, manage multiple priorities, and meet tight deadlines.

PAYMENT SCHEDULE – Payment of 30% of the agreed fee shall be made upon the signing of the contract and remaining 70% will be made in two tranches with upon satisfactory completion of the deliverables.
