Project Overview

Pact is currently seeking a team of high-caliber experts to design, develop and manage a planned multi-donor-funded Decentralised Rural Electrification Facility that will provide high-quality services to the nascent rural electrification sector in Myanmar. The facility will sit at the nexus of the supply, demand, policy and financing of current and future decentralised rural electrification initiatives. Candidates will be passionate about energy as a driver of economic growth; will be passionate about the role of renewable energy; and will have outstanding experience and credentials in a range skills that the Facility will be expected to provide, including but not limited to policy advocacy, investor matchmaking, development and demand creation at the community level, research and knowledge management. Position Purpose

Pact seeks a passionate Community Engagement Expert to lead the design thinking and the implementation of the community-driven initiatives under the proposed Facility to stimulate local electricity demand creation at household, business and community level in rural Myanmar. S/he will facilitate market/value-chain development enabled by increased energy access by working with rural entrepreneurs, local implementation agencies and/or in programs to develop local technical capacity of individuals, business owners, self-help groups, and communities. S/he will be working on advancing financial inclusion for last-mile customers and guide the communities to leverage existing financial environment as an enabler for rural economic prosperity and (social) business development that could be accelerated by productive use of electricity. The Community Engagement Expert will work under the leadership of the Facility’s Managing Director in a small team of energetic professionals who are results-oriented and dedicated to the pursuit of excellence in a challenging and diverse environment.

Key Responsibilities

The Community Engagement Expert will demonstrate exceptional performance in the following functional areas:
Identify and manage the implementation and evaluation of community-based initiatives to stimulate and sustain electricity demand, i.e. through efficient appliances at household level, productive use of electricity for income-generating activities and/or public community use (i.e. medical facilities, schools)
Provide technical support to the development and evaluation of end-user financing to implementing agencies and project developers supported by the facility
Contribute to the development of relevant tools, briefs, and information to develop community’s awareness and ability to use electricity access for increased rural livelihoods
Basic Requirements
Academic background/training in social science; background in a STEM discipline (science, technology, engineering, mathematics) is considered an asset
Knowledge and sound experience of designing, implementing, managing and evaluating community-level development programs
Ability to build partnerships with Myanmar and international stakeholders at diverse level – from grassroots communities to the government and international donors; high levels of diplomacy, cultural sensitivity and proven experience of trust-building in Myanmar or similar context
10 years of experience in stimulating (rural) development through business creation, market linkages, capacity development, using user-centered design methodologies
Commitment to live and work in Myanmar, incl. willingness to travel extensively in challenging conditions
