This position is part of the U.S. International Development Finance Corporation (DFC), Office of Development Policy (ODP). The Development Policy Operations Associate will coordinate planning of ODP’s monitoring activities and visits to potential and active projects, support work on the intake of potential DFC investments into ODP’s policy clearance process, and collect and analyze data on ODP’s monitoring efforts to inform agency stakeholders.

Duties

Assists with the coordination of regular reviews within ODP of DFC’s investment portfolio to inform monitoring activities related to environmental and social risk and development impact of each investment. Monitors and tracks key elements of ODP’s work, such as investees’ compliance with conditions precedent and ODP site monitoring visits, among others, and produces data analysis as requested on these topics.
Ensures that ODP staff travel for due diligence and monitoring is coordinated with other agency site visits, and that these visits are recorded accurately and shared with deal teams.
Provides assistance to official record-keeping efforts for the clearance and monitoring processes.
Supports efforts to provide timely responses to a wide variety of internal and external information requests related to ODP’s monitoring work, including requests from other federal agencies, Congress, and the general public.
Supports ODP’s portfolio data analysis efforts by using Salesforce, Excel, and Tableau to visualize trends in the portfolio.

Qualifications

Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:

A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability to 1) compile and analyze qualitative and quantitative data; 2) draft reports, memos and/or procedural manuals; and 3) serve as a liaison to internal customers to ensure coordination of work efforts;

OR

B. A master’s or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position;

OR

C. A combination of education and experience as listed above.

Telework Suitability: The duties of this position is suitable for telework. The selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

If selection is made below the full performance level, promotion up to the full performance level may be made without further competition. However, promotion(s) will depend on the performance of the incumbent and are not guaranteed.
