Friends Without A Border (Friends) is a New York based non-profit organization dedicated to providing high-quality healthcare to the underserved children of Southeast Asia. In 1999 Friends built and established Angkor Hospital for Children (AHC) in Siem Reap, Cambodia.

Friends latest project is the Lao Friends Hospital for Children (LFHC) in Luang Prabang, Lao PDR, which is a pediatric hospital newly opened in February 2015, partnering with the Luang Prabang Provincial Hospital (LPPH).

LFHC is a teaching hospital with inpatient and outpatient services, radiology, pharmacy and outreach services open. Emergency, intensive care and surgery services will be progressively opened over the coming months. LFHC will also develop programs aimed at training hundreds of Laotian healthcare workers, reaching out to the community to teach health promotion and disease prevention and providing high-quality and compassionate care to the children of Laos

Position Summary

We are seeking an expatriate for the Administrative Director position with the following primary functions:

  1. Finance
    1. Monitor financial transactions
    2. Produce financial reports
    3. Lead the budgeting and reforecasting processes
  2. Human Resources
    1. Recruitment and development of staff including interviews, reviews, disciplinary procedures and promotions
    2. Monitor salary structures and ensure wages are in line with country norms
    3. Maintain HR policies and ensure compliance with local labor laws
  3. Logistics
    1. Manage the procurement process including suppliers, shipping and stock of pharmaceutical, medical and non-medical supplies
    2. Ensure buildings and major machinery (generator, vehicles etc) are maintained and kept in working order. Oversight of any developments, corrections, fixings as required.
    3. Management of security personnel and physical security of the hospital
  4. Technology
    1. Continued development of Electronic Medical Records and Enterprise Resource Planning software project
    2. Maintenance of hardware (computers, tablets, wifi)
  5. Patient Registration
    1. Management of the patient registration team
    2. Ensuring patient data is recorder and stored correctly
    3. Production of various statistics and reports as needed
  6. Oversight of English language training of staff
  7. General Administration
    1. Management of contracts and external suppliers (internet, insurance, garbage collection, electricity, water)
  8. Mentor and train Laotian staff within the administrative functions above


  • Experience with managing projects (planning, budgeting, timelines)
  • HR/Finance experience
  • Logistics experience highly desirable
  • Proven ability to delegate and manage work
  • Highly organized and a good multi-tasker
  • Business management experience in Southeast Asia or other developing regions
  • Sensitivity to Southeast Asia’s cultural practices
  • Excellent communication skills and ability to interact with a diverse range of people
