This position is part of the U.S. International Development Finance Corporation (DFC), Office of Development Policy (ODP). The Environmental Protection Specialist serves as a Climate Impact Analyst in the Environmental Risk Assessment Division. This position assists with the assessment of all DFC funding requests for alignment with DFC’s climate strategy and priorities, as well as monitors previously approved projects to ensure compliance with climate regulations and policies.

Major Duties:

– Assists Environmental Risk Analysts with the screening all DFC investments for physical climate risks, including supporting non-technical professionals’ understanding of physical climate risks and contributing to investment due diligence processes.
– Assembles and evaluates climate data and assists with drafting climate-sections of environmental impact assessments/clearance documents for complex investment projects.
– Supports the Senior Climate Policy Advisor with developing and providing training to employees across the agency on climate risk analysis tools.
– Assists Environmental Risk Analysts with monitoring previously approved projects to ensure compliance with climate regulations and policies. Supports the analysis of climate impact data for previously approved investment projects.
– Liaises with third-party data and service providers/contractors to ensure climate change related tools are maintained, operational, and used by DFC staff. Supports the assessment of tools to improve effectiveness and usefulness across the agency.

Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:

A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability to perform climate accounting OR climate risk analysis;


B. A master’s or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position;


C. A combination of education and experience as listed above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional Information:

Telework Suitability: The duties of this position are suitable for telework. The selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment: Selection may require completion of a 1-year probationary period.

Work Schedule: This position allows for a flexible work schedule.

Miscellaneous: If selection is made below the full performance level, promotion up to the full performance level may be made without further competition. However, promotion(s) will depend on the performance of the incumbent and are not guaranteed.
