This position is part of the U.S. International Development Finance Corporation (DFC), Office of Development Policy; Impact Management, Monitoring & Learning Division. The Impact Management and Monitoring Specialist provides support in identifying, collecting, and analyzing qualitative and quantitative environmental, social, economic, and financial data to assess and document the developmental impact of projects seeking DFC support and those in DFC’s portfolio.

Duties:
• Supports the analysis of anticipated development impacts of proposed DFC projects prior to commitment.
• Conducts research on the project country’s socioeconomic context (e.g., income inequality and/or poverty rates, demographic trends, sustainability goals, etc.) to draft and develop clearance documents.
• Evaluates potential developmental impacts of each project, including those impacts on target population, local employment, infrastructure, market, technology/knowledge, innovation, among others.
• Identifies appropriate metrics to capture the potential development impact of each project, following DFC’s Impact Quotient (IQ) methodology and guidelines together with research, and works with DFC’s Senior IMML Specialists, origination teams, and project teams to identify corresponding baseline impact metrics and projected future impacts.
• Carries out site visits to monitor project progress and conducts due diligence.
• Drafts written and oral reports outlining findings and recommendations.
• Assists in maintaining and improving internal DFC database systems to record development impact outcomes.

Qualifications:
You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to utilize qualitative and quantitative data for international development, impact investment, or development finance projects to conduct and draft: project-specific monitoring and evaluation analysis; impact assessments; environmental, social, and governance (ESG) analysis; or strategy-oriented research on impact topics;

OR

B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position;

OR

C. A combination of education and experience as listed above.
