The Impact Measurement and Data Management Consultant will deliver the following services to the BCtA Secretariat under the supervision of BCtA’s Impact Team Lead and the Programme Manager of the Business Call to Action. Responsibilities of the Impact Measurement and Data Management Consultant will include the following:

1. Support the development and launch of BCtA’s new impact measurement toolkit

BCtA is planning to develop an interactive technology enabled-platform that provides self-guided modules (the “toolkit”) to BCtA members on how to integrate impact measurement best-practices into their operations. The platform-based model will allow BCtA to offer impact measurement support to a greater number of members by using standardized format and guidelines. The platform-based model will also be linked with more customized services to BCtA members that will be offered on a selective basis

The Impact Measurement and Data Management Consultant will be responsible for the following activities:

Support the development of the toolkit by providing inputs into the design of the self-guided modules
Support the Secretariat to procure a third-party contractor to develop the toolkit and finalize contents of the modules
Strategically engage with BCtA members and non-members to support the deployment of the toolkit
Provide inputs into the design of the online and in-person support on impact measurement to BCtA members and other users of the toolkit
Conduct online and in-person support to BCtA members and other users of the toolkit through individual or group calls/webinars
Support the on-going development of BCtA’s repository of social performance indicators and tools (e.g. Theory of Change frameworks, logframes, etc.) to inform the inclusive business field

2. Support the completion of BCtA Impact Measurement Services

BCtA is scheduled to complete its offer of customized impact measurement services to 21 BCtA members under BCtA Impact Measurement Services (BIMS) by mid-2017. Under BIMS, BCtA supports the design and implementation of customized data collection using mobile-enabled surveys for inclusive businesses operating in multiple sectors (including health, education, low-income housing, etc.)

The Impact Measurement and Data Management Consultant will be responsible for the following activities:

Proactively support the design of impact measurement frameworks and surveys for BIMS participants
Keep track of BIMS projects status to ensure timely collection of data
Coordinate the drafting and publication process of BIMS case studies
Coordinate communications with BCtA members and other stakeholders of the BIMS program
Support the analysis of data

3. Support the Results Reporting of BCtA members

Support the roll out of BCtA’s revised results reporting template with BCtA members and ensure timely reporting of their results to achieve 60% results reporting rate
Provide support to BCtA members to ensure data provided is of high quality
Support the analysis of reported data and provide feedback on improving the quality of reporting

4. Provide specific analytical and research support to BCtA Secretariat on impact measurement and reporting

Conduct research and draft briefing notes, memos, case studies, articles, etc. of BCtA’s impact measurement and reporting activities as and when required by the Programme
Create presentation materials as required by BCtA Secretariat
The Impact Measurement and Data Management Consultant shall support the BCtA Secretariat in other tasks that may arise during the assignment period.

The Consultant shall be ready to undertake international travel on behalf of the Secretariat if required
