Started in 2006, Building Tomorrow improves access to child-friendly, community-supported schools by providing an inclusive, quality education for underserved children. Through our Thriving Schools Program, we deploy Building Tomorrow Fellows who recruit and train Community Education Volunteers, together bringing out-of-school children into the classroom while working with school leadership to ensure access to a quality, inclusive school environment. We also work hand-in-hand with local communities, the Ministry of Finance and the Ministry of Education to construct new primary schools where no formal primary school exists. With a full-time staff of 105, just four of whom work in the United States, Building Tomorrow reaches nearly 65,000 students each day. Position Summary
The M&E Manager will play an important role in project design and management, building capacity in performance and impact measurement within the organization, providing expertise in Monitoring & Evaluation planning and methodology, and participating in and providing support to project design activities, including development of project theories of change and strategic frameworks (e.g. Results Frameworks, Log Frames, etc.). The M&E Manager will also be responsible for developing a Monitoring & Evaluation plan, helping determine performance and impact indicators and targets, and providing support to proposal development for M&E components. This is a very senior job and requires a high level of independence.

Purpose Of The Position
The M&E Manager will provide program oversight in all data collection, analysis, and learning activities to help ensure outcomes and efficiency in Building Tomorrow programming at pre-, during, and post-construction stages. She/he will provide technical field support to the Monitoring & Evaluation function of Building Tomorrow. The M&E Manager will work closely with program teams to assess field conditions, support capacity building initiatives, and facilitate the collection of quality data under the supervision of the D/Country Director. She/he may be assigned to focus on supporting one or more specific grants or projects within a program as assigned by management.

She/he will collaborate with the program team in reviewing and preparing monthly, quarterly and final narrative and donors’ reports when required. She/he will produce monthly data dashboards and submit to management.

Primary Responsibilities
Program Management Support
•       Support all M&E initiatives for assigned grant(s)/project(s), including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary
•       Establish and maintain M&E information systems or databases and ensure that resources are current, available and widely disseminated for employees
•       Assist relevant staff of the Ministry/Department/Agency in the development of new projects/programs, ensuring that all proposals include specific goals, objectives, outputs, indicators, targets and provision for adequate funding
•       Participate in assessments of new projects/programs, as needed
•       Keep abreast of Monitoring & Evaluation practices to ensure adherence to international Monitoring & Evaluation standards
•       Link or assist in the linking of evaluation findings to policy change proposal, especially to partners
•       Prepare and analyse M&E reports for management to assist in its decision-making processes
•       Represent Building Tomorrow on various M&E committees and at meetings, conferences, workshops and other fora as required
•       Review and/or prepare notes for management and periodic and/or ad-hoc reports on matters related to M&E activities of the organisation
•       Perform other related work as required or delegated

System Development
•       Support in creating a framework and procedures for the monitoring and evaluation of project activities as needed
•       Support in defining and implementing key performance indicators (KPI) within Building Tomorrow projects, as well as monitoring them throughout the duration of the projects
•       Assist in proposing strategies to increase data use and demand amongst program staff
•       Support project/program staff on ways to properly document, organize and capture program progress
•       Draft tools and their revisions, as well as data collection procedures, under the supervision of the D/Country Director (e.g. logical framework, project performance tracking, indicators, data flow chart, M&E manuals)
•       Support in reviewing the performance of existing management information systems to help identify potential modifications or resources

Data Management and Analysis
•       Keep abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results
•       Suggest ways to facilitate data collection and the flow of data within program field teams
•       Identify strengths and weaknesses in existing data collection and management systems and propose solutions
•       Perform regular field visits to ensure the quality of data collected by programs and to verify the accuracy of reported data
•       Analyze changes and patterns in key performance indicators (KPIs) and performance reports in order to support program staff
•       Ensure that donors, partners, and senior management data queries are addressed in an accurate and timely manner
•       Support and participate in program and project evaluations
•       Determining data analysis procedures and use of quantitative or qualitative analysis tools
•       Clean, sort, categorize and organize data
•       Analyse quantitative and/or qualitative data
•       Summarize findings through use of graphs and charts
•       Develop monthly, quarterly or annual reports depending on project requirements
•       Disseminate evaluation findings and project results to donors and other stakeholders

Communication and Reporting
•       Support in reviewing donor reports to ensure high quality reports are submitted on time
•       Review and analyse monthly reports to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting
•       Draft M&E sections of proposals as required, and adapt and/or develop innovative tools for measurement of progress and achievements
•       Design and implement systems for the continuous monitoring and evaluation of the projects and programs of the organisation
•       Identify and design performance questions, key performance indicators (KPIs) and targets for each project component and for each level of the objective hierarchy
•       Collect data on inputs, activities and immediate outputs and report on their contribution to eventual learning outcomes
•       Conduct field visits to obtain data in order to inform the design of performance monitoring/management plans where necessary

Skills And Experience
•       Good level of proficiency in Windows Excel and quantitative analysis
•       Ability to design M&E tools, surveys, and evaluations
•       Demonstrated ability to train and build capacity of all project staff
•       Strong interpersonal skills
•       Fluency in written and spoken English language (essential)
•       Experience working in a non-governmental organization
•       Bachelor’s Degree in Social Work and Social Administration, Information Management, Project Management, or other relevant academic background (essential); Master’s Degree (desirable)
•       Minimum of 3 years of Monitoring & Evaluation experience (essential)
•       Capacity to produce high-quality briefs and reports in English
•       Ugandan national preferred
