The Monitoring, Evaluation and Research Officer will work closely with the monitoring & evaluation (M&E) and senior technical teams to perform data analysis, assessing trends to illustrate and document the link between health systems strengthening interventions and improvements in service delivery and health outcomes.

For over 30 years, in nearly 100 countries, IntraHealth International has empowered health workers to better serve communities in need. IntraHealth fosters local solutions to health care challenges by improving health worker performance, strengthening health systems, harnessing technology, and leveraging partnerships.

IntraHealth has been working in Uganda for over 25 years. The current project, the USAID-funded Strengthening Human Resources for Health Activity, works to strengthen the capacities of ministries, districts, professional councils, and private not-for-profit organizations to better plan and manage the health workforce for improved health outcomes. This is achieved through three main result areas:

Result 1: Increased and equitable recruitment, deployment, and retention of health workers
Result 2: Improved health worker performance at all levels
Result 3: Improved pre-service training to meet the needs of Uganda

This position is part of the Global Health Corps fellowship. Global Health Corps (GHC) is a leadership development organization focused on building the next generation of diverse, disruptive global health leaders. Founded in 2009, we competitively recruit talented professionals (ages 21-30) from a range of sectors and backgrounds and place them in high-impact roles within partner organizations — including Clinton Health Access Initiative, Partners in Health, Planned Parenthood Global, and Government Ministries in Zambia, Rwanda, and Uganda — working on the front lines of health equity in Malawi, Rwanda, Uganda, the US, and Zambia.

Analyze data from current and past projects to identify data trends and investigate the implications of those trends on health service delivery and health outcomes
Work with M&E team to design and implement special surveys to collect appropriate data that will illustrate the impacts of project interventions beyond routine project reporting
Document findings from data analysis and surveys
Introduce creative approaches to communicating project impact
Work with M&E teams on project operations research
Work with M&E to strengthen systems for monitoring project annual, quarterly, and monthly plans

Skills and Experience
Items indicated with an asterisk (*) are required:
Bachelor’s degree*
Preferred: Bachelor\’s or master’s degree in public health, social sciences, or related field*
Substantial applied experience in M&E and/or M&E-based research*
Strong data analysis and research skills including usage of statistical software packages (e.g. STATA, SAS etc.)*
Field experience in health programs, the health workforce, human resources management, or health systems strengthening
Excellent communication and leadership skills, demonstrated writing skills
Experience working with surveys and collecting data
Possesses IntraHealth core competencies: Innovation, Accountability, Service Excellence, Interpersonal Relationships
Relative and flexible in planning and implementing activities
Conceptual thinker with excellent organizational skills, time management skills, attention to detail, and self-motivated
Willingness to travel within the country
