Project Overview

Pact is currently seeking a team of high-caliber experts to design, develop and manage a planned multi-donor-funded Decentralized Rural Electrification Facility that will provide high-quality services to the nascent rural electrification sector in Myanmar. The facility will sit at the nexus of the supply, demand, policy and financing of current and future decentralized rural electrification initiatives. Candidates will be passionate about energy as a driver of economic growth; will be passionate about the role of renewable energy; and will have outstanding experience and credentials in a range skills that the Facility will be expected to provide, including but not limited to policy advocacy, investor matchmaking, development and demand creation at the community level, research and knowledge management. Position Purpose

Pact seeks a dedicated Policy and Government Relations Expert under the proposed Facility to engage closely with respective ministries in strengthening the policy and regulatory enabling environment for deployment of decentralized energy access solutions in rural Myanmar. S/he will guide the Facility’s work on politically sensitive development priorities, such as rural infrastructure development and private investments. S/he will be confident in coordinating various groups of stakeholders in order to establish and nourish productive dialogue and promote change for improved livelihoods or rural population. The Policy and Government Relations Expert will work under the leadership of the Facility’s Managing Director in a small team of energetic professionals who are results-oriented and dedicated to the pursuit of excellence in a challenging and diverse environment.

Key Responsibilities

The Policy and Government Relations Expert will demonstrate exceptional performance in the following functional areas:
Be in charge of government relations and facilitate high-level politically-sensitive dialogues and exchanges between respective ministries, donor programmes, civil society and private sector initiatives to spearhead coordination and collaboration in advancing the implementation of rural energy access initiatives.
Provide technical advisory on energy-related policy and regulatory issues to stakeholders involved in Myanmar’s rural electrification, ranging from the government counterparts to the rural communities.
Lead analyses to address rural electrification issues and to propose respective improvements of policy and regulatory frameworks.
Basic Requirements
Academic background in politics, international relations, or other related fields
5 years of experience in building high-level, productive relationships with a diverse group of Myanmar and international stakeholders; high levels of diplomacy and proven experience of trust-building in Myanmar or similar context
10 years prior experience in leading high level governmental/policy analyses or advocacy solutions, performed in a politically sensitive or unstable environment, experience working with the Government of Myanmar is considered an asset
Strong analytical mindset and political sensibility with the ability to deconstruct large, complex policies into clear and actionable strategies and initiatives
Familiarity with political environment and history of Myanmar; knowledge on energy laws and regulatory frameworks for rural energy access in Myanmar is considered an asset
Commitment to live and work in Myanmar, incl. willingness to travel extensively in challenging conditions
