Policy and Knowledge Management Advisor for Team Europe on Health Security and One Health Approach – GIZ African Union Program on Strengthening Crisis and Pandemic Response in Africa
CORE TASK:
As the Policy and Knowledge Management Advisor for TEI – Health Security and One Health Approach, your core task is to support the curation, management and sharing of information and
knowledge of this Team Europe Initiative. This position is assigned to GIZ salary band 4.
MAIN ACTIVITIES:
• Liaise with members of this Team Europe Initiative (TEI) to coordinate actions and interlink components to encourage overall coherence
• Support the preparation, implementation and documentation of technical and high-level meetings as well as joint visits and policy dialogues with relevant stakeholders including TEI partners (Africa CDC, and other African or international partner organisations), civil society, parliaments and private sector
• Support drafting and updating of TEI documents for discussion and agreements, e.g. technical concept notes, technical analysis, mapping / surveys, annual reports, joint position papers, factsheets, briefings, press releases on websites, social media posts and similar
• Support knowledge management, exchange and learning within the TEI HSOH and with other health initiatives (MAV+, Digital Health, Public Health Institutes, Sexual and Reproductive Health and Rights)
• Contribute to joint mapping exercises and offer advice on TEI processes
• Contribute to the rolling calendar of relevant milestones and events for coordination of TEI members and partners participation
• Support the Coordinator to ensure the effective engagement with TEI members and partners during the implementation of activities under the TEI HSOH and other hubs
• Perform other functions and tasks as they arise as needed
Position: Policy and Knowledge Management Advisor for Team Europe on Health Security and One Health Approach
Place of Assignment: Addis Ababa, Ethiopia
Initial Contract Period: 01 June 2025 – 31 December 2027
QUALIFICATIONS:
• Completed university studies or equivalent work experience in a field relevant to the functions described above
• Qualification in an area relevant to health security and One Health approaches, e.g. medicine, public health, veterinary medicine, health sciences or environmental sciences, would be of advantage
• Work experience in international collaborations, partnerships and networks management
• Work experience in a field relevant to health security, One Health approach or public policy for health
• Previous experience in an international organisation, EU institution, network, secretariat or in an African organisation would be of distinct advantage
• Excellent advisory skills, high conceptual abilities, performance and goal orientation, with a demonstrable ability to work independently and adapt to changing circumstances
• Strong teamwork skills in diverse, multicultural teams with context sensitivity
• Strong communication and cooperation skills with diplomatic and strategic intuition and very good networking skills are required
• Excellent written and spoken English. French or German in addition would be an advantage
• Willingness to undertake international business travels

The programmes aim to enhance Africa CDC’ resilience by strengthening organisational development, project and partnership management capacities (SCPRA) as well as programmatic initiatives of Africa CDC under the One Health approach on zoonotic diseases, antimicrobial resistance, climate change and food safety (GP PROH). Both programmes implement an Action of the Team Europe Initiative on Sustainable Health Security using a One Health approach (TEI HSOH) together with Africa CDC. This is a collaboration between the European Union Commission, African Union – Africa CDC, other African partners and European Union member states, which aims to sustainably strengthen the African architecture for health security. To strengthen and coordinate partners’ actions, a Support Unit, functioning as a secretariat for the TEI HSOH, has been established and is based in Addis Ababa, Ethiopia. GIZ is recruiting an advisor on Health Security and One Health Approach Policy and Knowledge Management for the Support Unit. Since the role forms part of an agile, joint team (GIZ and Expertise France) in a complex political context, the tasks below should be considered indicative and may be adapted subject to need. The advisor will be placed under the formal supervision of GIZ and the functional and operational supervision of the Coordinator of the TEI Support Unit.
