We are looking for a Programme Officer, Monitoring and Data Analytics to join Nefco’s Special Funds department. The department supports sustainable development in Sub-Saharan Africa with two main facilities working with private sector companies and other funds including water protection and climate change.
- The Modern Cooking Facility for Africa (MCFA) utilises green financing with the aim of scaling access to modern energy cooking solutions for up to 4 million people.
- The Beyond the Grid Fund for Africa (BGFA) is bringing clean and affordable off-grid, solar based energy solutions to millions in Sub-Saharan Africa.
These programmes operate at the intersection of development cooperation and impact investing, supporting the green transition and advancing sustainable development across Sub-Saharan Africa.
The investee companies receive results-based payments, serving as a form of transitional finance designed for businesses operating in high-risk sectors and geographies. These payments are non-repayable but are disbursed only when the companies provide proof of selling clean cooking stoves or solar energy systems and delivering the associated services to their customers.
A distinctive feature of results-based financing (RBF) is that claimed sales must be verified before payments are released, with digital verification tools serving as the foundation of this process. Overall project progress is assessed concurrently. The process includes also measuring positive social benefits at the household level and environmental impacts, such as avoided emissions, aligning with impact investing principles.
Position Overview: The Programme Officer will play a key role in monitoring and verifying the progress of investment projects in the Modern Cooking Facility for Africa (MCFA).
The Programme Officer will take responsibility for verifying information submitted by the clean cooking companies, including analysing and synthesising data at the portfolio level. The Programme Officer will work directly with MCFA investee companies, offering also training and guidance on MCFA reporting tools and processes.
This is a hands-on role ideal for someone passionate about project management, quantitative analysis, and process improvement, particularly in a digital and data-driven environment. The Programme Officer will work under the guidance of, and in close collaboration with, Nefco’s Senior Monitoring, Evaluation & Learning Manager.
The role offers a unique opportunity to contribute to impactful, sustainable development initiatives through finance, while directly engaging with companies running grassroots businesses in Sub-Saharan Africa.
Key Responsibilities:
- Review progress reports and data submitted by clean cooking companies, ensuring that the claimed sales are thoroughly verified using established processes and digital tools.
- Develop and maintain a reporting and monitoring system that integrates various software tools, ensuring seamless interoperability and efficient data flow between platforms.
- Liaise directly with the clean cooking companies, providing support through training, and as part of a Support HelpDesk.
- Assist with annual reviews of project implementation, maintain review calendars.
- Manage fund-level monitoring processes, including data collection, analysis, and reporting against Key Performance Indicators.
- Proactively identify and implement enhancements to monitoring processes and administrative systems.
- Provide management support for clean cooking projects and perform administrative tasks.
- Contribute to programme evaluation assignments and tasks.
Qualifications and Skills:
- Bachelor’s or Master’s degree in a relevant field.
- Proven experience in project and process management, programme monitoring, or auditing.
- Proficiency in information technology and/or data science, including Excel – experience with digital data management platforms and reporting tools is a plus.
- Strong project management skills, and the ability to manage multiple processes simultaneously.
- Fluent in English with excellent communication skills.
- Strong interpersonal skills. High level of integrity and comfort working in a multicultural environment.
- Interest in sustainable development and environmental finance, with a focus on social impact.
- Willingness to travel in Sub-Saharan Africa.
- No prior experience in the clean cooking sector is required.
