The Quality Improvement (QI) Officer will take a key role in the implementation of the National Quality Management Policy and Strategic Plan. The QI Officer will work closely with the Quality Management Team to coordinate with Ministry directorates and programs to develop and implement program specific Quality Improvement Roadmaps to enhance the quality of health services across the country. The QI Officer will be based at the Quality Management Directorate in Capitol Hill, Lilongwe. Apart from working with government officers, the QI Officer will also interact with technical representatives from the international donor community and other key development partners. The QI Officer will report to the Head of the Quality Management Directorate.

The Ministry of Health’s (MOH) mission is to improve the health status of all Malawians, to ensure that the population is satisfied with the health services provided, and to protect patients from avoidable financial risks in the process of accessing health care. To fast track the achievement of Universal Health Coverage by 2030, the MOH established the Quality Management Directorate (QMD) in 2016 to provide strategic leadership and coordination of quality management initiatives across the entire health system. The Directorate has developed a health-sector wide National Quality Management Policy and Strategic Plan as well as a Quality of Care Roadmap for HIV. These documents outline the key policy and strategic directions for the health system for the next 5 years. The QMD is now coordinating with stakeholders, funders, and all other Ministry directorates to implement the strategic plan by 2022.

This position is part of the Global Health Corps fellowship. Global Health Corps (GHC) is a leadership development organization focused on building the next generation of diverse, disruptive global health leaders. Founded in 2009, we competitively recruit talented professionals (ages 21-30) from a range of sectors and backgrounds and place them in high-impact roles within partner organizations — including Clinton Health Access Initiative, Partners in Health, Planned Parenthood Global, and Government Ministries in Zambia, Rwanda, and Uganda — working on the front lines of health equity in Malawi, Rwanda, Uganda, the US, and Zambia.

Develop, implement, and evaluate quality management roadmaps for Ministry of Health programs including: HIV, TB, reproductive health, immunization, nutrition, and clinical services
Establish and maintain relationships with quality management desk officers in each Ministry of Health directorate to implement quality improvement initiatives
Manage high-level coordination and relationships with stakeholders including funding institutions and implementing partners on QI projects
Conduct health facility visits with the QM team to participate in the assessment of Quality Improvement initiatives using QM monitoring tools
Produce professional technical, analytical, and policy materials
Obtain, evaluate, and interpret factual data in order to prepare clear and precise reports on quality management
Any other duties as determined by the Head of Quality Management Directorate

Skills and Experience
Items indicated with an asterisk (*) are required:
Bachelor’s degree*
Preferred: Bachelor’s or master’s degree in public health, international development, social science, or related field
Knowledge of program design, implementation, and monitoring and evaluation*
Experience writing memoranda, correspondence, reports, policies, and/or instructional materials*
Strong computer skills including Word, Excel, Power Point or other database and word processing software*
Experience working in a public health or health care delivery environment
Knowledge of Quality Improvement processes
The ability to build and nurture relationships in settings of political and cultural complexity
Ability to report to several different supervisors and organizations simultaneously
Ability to communicate effectively with high ranking officials
Interest in learning about the different branches in the Malawi Government, particularly the MOH
Ability to work flexibly, including handling an erratic schedule and/or location changes
Ability to multi-task, manage multiple priorities, and take independent initiative
Self-starter and a strategic thinker; analytical and very creative
