The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has approved 177 projects in 123 countries and has committed USD 8.9 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts.

Position Objective

The Reporting and Budgeting Specialist prepares GCF’s financial statements and oversees the relationship with the external auditor during the audit of the financial statements. She/he also leads budgeting and forecasting for the administrative budget. She/he ensures that the GCF’s accounting policies and processes are in accordance with Financial Risk Management framework, Internal Control Framework, the International Financial Reporting Standards (IFRS) and other best practices for corporate reporting. She/he implements, monitors and reports on the GCF’s internal control system for financial reporting.

Duties and responsibilities

Purpose

Provide thorough and actionable guidance on and assessments of Theory of Change, logical framework, indicators, methodologies and measurement, reporting and verification systems as articulated in readiness grant proposals or NAPs at various stages of development;
Lead, review, develop and/or provide inputs to policy documents, guidelines, tools and standard templates on M&E to enable internal and external partners to appropriately integrate M&E considerations in readiness grant proposals and progress reporting;
Ensure integration of meaningful M&E methodologies in readiness grant proposals in compliance with the Board-approved frameworks such as the Readiness Results Measurement Framework (RRMF) in order to improve the current and future management of outputs, outcomes and impacts;
Support other relevant M&E and quality assurance work related to funding proposals, project preparation facility (PPF) proposals, entity work programmes (EWP) and country programmes (CP).
Engagement

Address areas of conflict to build cohesive working relationships with the teams working closely with finance unit such as ICT, Procurement, Human Resources, Portfolio Management.

Lead and develop an innovative and effective reporting and budgeting team.

Provide expert advice and guidance on financial reporting, internal controls and other complex financial matters to management.

In close collaboration with the team and other divisions, ensure the development of accounting systems and other innovative change initiatives to improve accounting processes and enhance related internal controls.

Review the effectiveness of the reporting, disbursements and budgeting business processes, propose changes where appropriate and persuade the various stakeholders to adopt the new processes.

Engage the auditors and other external professional firms on technical accounting aspects considering the unique nature of GCF to arrive at solutions that are appropriate for GCF.

Delivery

Plan and prepare the GCF’s annual financial statements to receive an unqualified opinion annually.

Develop appropriate models for technical aspects such as financial instruments valuation and loss provisioning.

Lead the analysis of trends and other financial metrics to guide decisions related to budget allocations, resourcing and other strategic initiatives by Unit Heads, Senior Management and the Budget Committee.

Identify the reporting needs of different stakeholders and implement the appropriate business intelligence tools and dashboards to support the reporting needs in a timely manner.

Required experience and qualifications*

Education

Master’s degree in finance, accounting or business administration or a Bachelor’s degree with an additional of 2 years of relevant years of experience.

Internationally recognized professional accounting qualification (e.g. ACCA, CA, CPA, CIMA) with active membership with the relevant professional body.

Experience

Minimum of 9 years relevant professional experience in accounting, finance, audit, including at least three years of being responsible for the preparation of financial statements and budgets in a comparable organization (i.e., international organization, public sector, not for profit organization) in complexity and asset size.

At least 3 years of experience with managing teams to ensure motivation and high performance.

Excellent written and verbal communication skills in English.
