Pact UK, established in 2016, is the UK-based member of the Pact family (Registered Charity Number 1165725) with a remit to develop and grow our relationship with the UK government, particularly DFID, the European Union and other EU-based partners including those from the private sector.
The Pact UK Senior Finance Officer (SFO) is responsible for the overall management and provision of key support services/operational accounting, financial monitoring and reporting, auditing, treasury and cash management, budget planning and analysis of all Pact UK projects. The SFO will ensure that all projects managed by Pact UK are implemented as per contractual agreements and maintain a high standard of quality and integrity of financial data.
The SFO will work closely with relevant Pact HQ’s finance departments to ensure the appropriate technical support is provided to country offices pertaining to Pact UK project financial management, donor reporting and invoicing. The Senior Finance Officer directly reports to the Pact UK Director with a dotted reporting line to the Pact CFO. The FSO will be based from home, with a requirement to attend meetings elsewhere in the UK and abroad as required.
Establish and maintain proper financial management systems and processes compliant with UK law and requirements of the Charity Commission that provide accurate, current and complete disclosure of financial transactions for the Pact UK office:
To ensure that all transactions are recorded in accordance with generally accepted accounting principles supported by relevant and verifiable source documents
To ensure that disbursements are reviewed for allowability and properly allocated to projects
To ensure that monthly account reconciliations are performed, and appropriate plans are put in place and executed, as applicable, to resolve unreconciled differences
To ensure the timely preparation and submission of monthly financial reports and supporting narratives on current project status, and document the monthly review of the financial performance of those activities under his/her oversight (including monitoring cash balances, reviewing aged receivables and accrued liabilities, etc.)
Design and implement a sound internal control system to safeguard assets, financial records and documents of the organization, and ensure compliance with Pact and funder’s rules and regulations.
Monitor Pact UK’s annual budgets and long-term financial projections and make analysis available to relevant staff.
Coordinate with relevant Pact HQ finance department to ensure Pact UK’s liquidity at all times. This includes preparation of cash flow forecasts on monthly and quarterly basis.
Works with Global Finance and Program Delivery staff to ensure that reports and invoices to funders are submitted on a timely basis and follow up on requests for information, as required.
Prepare financial reports for Pact UK’s senior management as well as for UK’s government as required.
Prepare financial reports/presentations for Pact UK’s Board and committee meetings, as necessary.
Participate in the development of new budget proposals and other cost applications as necessary.
Prepare/update Pact UK financial policy and accounting procedures and ensure they are in line with the standard Pact Country Office Accounting Manual.
Assist in preparation for audits including gathering information as needed.
Work with Agreement Management team members to review/or negotiate with funders on finance requirements for new agreements/contracts to make sure they are consistent with Pact’s policies/procedures before implementing the project.
Engage in the start-up and closing of projects by providing financial information, guidance and assistance.
Participate in country/portfolio calls/meetings to update/understand the financial issues from programs and provide assistance/recommendation on project financial management when needed.
Liaise and ensure good relationships with all concerned government ministries and ensure compliance with all UK government requirements & regulations.
Keep updated Master Copies of all MOUs, Registration Documents, and other related documents and ensures HQ office has most current versions.
Performs all other duties as assigned.
BA/BSc (or equivalent) in accounting, finance or related field.
At least 6 years of relevant finance accounting experience (or equivalent)
Strong, concise written and oral communications skills
Strong understanding of budgets
Excellent analytical skills and attention to details
Ability to meet deadlines, multi-task and adapt to frequently changing priorities and work independently;
Ability to sustain interpersonal and professional relationships with internal colleagues and contacts in donor and peer organizations
Strong written and oral communication skills, including the ability to make a presentation
Desire and ability to work from home
Existing right to reside and work in the UK
Ability to travel internationally (including the USA)
ACCA or CIMA
Working knowledge of GAAP and DFID’s commercial and grant rules and regulations
Working knowledge of EU funding
Knowledge of fund accounting
Working knowledge of Microsoft NAV 13
Overseas work experience
Fluent English and proficiency in French or another language
