Located within the Office of Structured Finance and Insurance (OSFI), you’ll carry out a variety of duties in support of the operations of the department. This position reports directly to the Vice President of OSFI. You’ll manage a group of analysts who coordinate multiple projects and a group of administrative staff that provides critical support to the mission of the specialists in the department. You will also work with managing directors to solve programmatic and administrative issues to allow OSFI to accomplish performance targets.

As Administrative Officer (aka Managing Director, Finance and Operations), you will:

Manage short and long-term strategic planning activities for the Department by working with the Vice President and managing directors to align project assignments and processes with corporate objectives. Manage systems for tracking performance of the department against goals.
Proactively develop and champion innovative administrative practices to ensure that DFC remains forward-leaning. Identify and propose solutions to departmental and inter-departmental business, operational and administrative problems as they arise; work to reach consensus on solutions and oversees implementation of agreed upon changes.
Manage the Department’s human resources for both Finance and Insurance products. Establish departmental staffing requirements in consultation with the Vice President and managing directors, improving recruitment tools, develops recommendations and makes decisions concerning reorganizations, performance reviews, promotions, career development, succession planning, special awards, training, and streamline procedures where possible.
Manage a team of analysts that support department-wide loan and insurance origination and monitoring work. Also provide administrative and technical supervision to a team of administrative support staff.
Co-manage with the Vice President the content of the Insurance Program Policies and Procedures. Co-manage with the Office of Development Credit the content of the Finance Program Policies and Procedures Manual and serve as the departmental contact person for changes to administrative finance issues.
Manage a complex project finance management system. Track projects through the approval cycle and track key features of projects. Work with project teams to accurately reflect changes in deal information and deal status. Work with other technical experts to develop enhancements to the system.
Serve as Contracting Officer’s Representative for Personal Services Contracts (PSC) and contractors in the Department.
Manage the Department’s finance and administrative budgets on an ongoing basis including Contract Lifecycle Management requisitions.
Supervise the departmental intern program for both Finance and Insurance teams in the Department. Support teams with the interview and selection process of both unpaid and paid interns. Participates in recruitment events.

Qualifications

Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

You may qualify at the GS-15 level, if you fulfill the following qualification requirements:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates your experience in all of the following:

1) Experience developing budget estimates and justifications;

2) Experience participating in recruitment and outreach activities to include, marketing, attracting and identifying individuals for positions;

3) Experience using computer databases and personal computers and a variety of software (e.g. Excel, Salesforce, SharePoint etc.) in order to retrieve data and maintain project tracking;

4) Experience overseeing and directing the work of contractor staff (i.e. developing SOW; planning and establishing work schedules, deadlines, and standards for acceptable work; tracking progress and quality of performance); and

5) Experience assigning and reviewing work of subordinates or team members, and evaluating or providing feedback on performance.

Note: Education is not substitutional at this grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
