The Economic Recovery and Development Unit (ERD) is responsible for providing dynamic, innovative support to IRC’s field offices for their economic and livelihoods programming. This unit provides technical assistance, ensures innovation, promotes best practices, and helps to improve data collection and analysis for economic and livelihoods programming within the organization. Externally, the IRC has been a leader in developing and promoting market-based responses to emergencies based on a good understanding of critical market systems, and local economies and livelihoods are supported, not undermined during the emergency and transition phases. In addition to emergency and agricultural focused programming the ERD Unit supports the development of next step humanitarian livelihoods programs focused on longer term employment and enterprise development solutions and support to local market actors.
This position provides technical support in the design and development of programs in countries in conflict, crisis, post-conflict and post-crisis settings. The Enterprise Development and Employment Technical Advisor develops tools and resources to support IRC programming within economic recovery and development, specifically focusing on local private sector development and market strengthening.
1.Develop programming strategy, tools and resources for market strengthening programming including micro, medium and small enterprise development in conflict and crisis affected markets working in close collaboration with relevant Senior Technical Advisors and Technical Advisors.
2.Provide remote and on-site technical support and assistance in the design, development, implementation, monitoring and evaluation of economic programming and project activities related to enterprise development and employment. Specific support to activities related to market and labor market analysis, micro, small and medium enterprise development, including building technical capacity and ensuring access to capital for firms, introducing job creation and workforces development strategies such as, micro-franchising, job placements and traineeships.
3.Maintain relationships with regional and country program coordinators and managers and offer them support, as needed, on program implementation and monitoring.
4.Contribute to or lead the development of concept notes and proposals related to micro, small and medium enterprise development, micro-franchising and market strengthening.
5.Represent enterprise development and employment programming across the organization, serving as a resource to IRC staff seeking information about program activities, including external relations and advocacy departments. Respond to field queries regarding program activities.
6.Represent enterprise development and employment programming and the IRC in outside meetings and academic forums with donors, other non-governmental organizations, inter-agency working groups, foundations and other practitioners in the field.
7.Share and learn best practices gathered throughout the Technical Units to support robust evidence-based programming within IRC.
8.Develop program models with other sector TAs to strengthen connections between economic outcomes and protection, nutrition and education outcomes
Education: Master’s/post-graduate degree in economics, business administration or other related field. Or equivalent combination of education and experience is required.
Work Experience: A minimum of 5 years of experience in economic development, SME development or market strengthening is required, preferably with a focus on women and/ or youth. Experience is desired in a humanitarian, crisis-affected setting including direct field based experience.
Demonstrated Skills and Competencies: Demonstrated expertise in program design, implementation and monitoring and evaluation of market-based programs. Experience/familiarity with and the adaptation of economic programs specifically focused on private sector development in crisis contexts. Proven record of building private sector partnerships, with the ability to identify and respond to private sector support needs. Strong verbal and written communication skills. Demonstrated commitment to renewing and maintaining currency with best practices.
Language Skills: Fluency in English and proficiency in French or Arabic is highly desirable.
Working Environment: Up to 40% travel may be required.
