Technical Assistance Manager for the Impact-Linked Fund for WASH

36 hours per week – based in The Hague, the Netherlands

With our 20 years of experience, we support local entrepreneurs on their scaling pathway and offer funding, access to the water sector expert network and to other financiers and impact investors.


Aqua for All is since mid-2019 leading the programme “Making Water Count’’ in partnership with the Netherlands Ministry of Foreign Affairs up to mid-2024. The programme aims to achieve higher impact and mobilise public and private investments for effective water and sanitation solutions for low-income households. Your Opportunity

We are looking for a dynamic and fast-learning candidate with a passion for social entrepreneurship and innovative finance. The ideal candidate will be dedicated fully to the Impact-Linked Fund for Water, Sanitation and Hygiene (ILF for WASH), a follow-up of Aqua for All’s ‘Social Impact Incentives Programme’ (see: You will report to the ILF Manager.


The Technical Assistance Manager will work closely with the ILF Manager in designing and executing the ILF-ready and ILF complemented technical assistance support for impact enterprises. Further, the ideal candidate will engage directly with ecosystem players such as local accelerators/service providers and other key stakeholders. The role will require regular travel to the project countries.


This exciting role includes the following responsibilities:

  • Drive, design, coordinate, organise and monitor overall TA support activities in close collaboration with our partner Roots of Impact;
  • Ensure the designed TA content on impact measurement/management and investment readiness addresses the needs and identified challenges of Impact Enterprises and service providers/accelerators.
  • Work closely with Roots of Impact on developing standardised technical assistance approaches and guidelines to further the Impact-linked funding practice in WASH;
  • Organise and ensure the water and sanitation perspective and expertise is embedded in the TA support activities;
  • Lead and manage individual TA support projects from design, contracting, execution and monitoring;
  • Extract key learnings and generate insights from the overall Technical Assistance approach for internal and external knowledge building and dissemination activities;
  • Prepare relevant documentations for fundraising and support in preparation of communication materials.


What you bring

  • A passion for making finance work for positive impact on water and sanitation services for low income countries and communities;
  • At least 3-5 years of relevant working experience in programme management, consulting and technical assistance; experience with impact measurement and management and investment readiness acceleration programmes is a plus;
  • Deep knowledge of social entrepreneurship in emerging markets, preferably with impact enterprises, accelerators and incubators and other stakeholders in a broader entrepreneur-ship ecosystem. Having experience in the water and sanitation economy is a plus;
  • MBA or Master degree in Business, Economics or Development studies;
  • Strong organisational skills and ability to work collaboratively with multiple stakeholders;
  • Strong project management skills and result-oriented attitude;
  • Excellent written and verbal communication skills in English, fluency in French is a plus;
  • Residence or working permit for EU countries.
