About the Position
BRAC seeks to hire a Technical Specialist to work with a small team of development professionals to provide technical assistance, advisory services, and project management around the Ultra-Poor Graduation approach to a variety of external clients, including governments, UN agencies, the World Bank, and large NGOs. Reporting to the Director of Advisory Services, s/he will lead and support technical assistance engagements to clients, manage business development for specific client engagements, and deliver on client and donor commitments, including knowledge management and reporting. This position will be based in New York, and will work with staff members across BRAC global operations in New York, London, Bangladesh, and other BRAC country offices in Asia and Africa.

Primary Responsibilities:

The Technical Specialist, Ultra-Poor Graduation will be responsible for leading and/or supporting a new opportunity in the Middle East (contingent upon signing of the contract) and potentially other contracts in Southern and Eastern Africa. Country allocation may vary, however, depending on the candidate’s own unique regional and language expertise. Generally, responsibilities will include the following:

Lead and support teams of consultants to deliver high quality technical assistance in the areas of:
Feasibility assessments: Analyzing whether a graduation approach is the appropriate fit within an existing social protection system or NGO structure
Graduation model design: Conducting field-level data collection, rapid livelihoods assessments, market assessments, stakeholder interviews, systems analysis, workshop facilitation
Graduation implementation: Recruiting field staff, designing and delivering training curriculum, operational support to local partners (e.g. process mapping, implementation design, etc.), coordination across multiple entities and programs including managing relationships across ministries, donors, and other key stakeholders
Learning and documentation: M&E and/or research design, knowledge product creation
Lead or contribute to the development of systems, processes and tools for high quality graduation technical assistance
Supervise, train, and mentor junior members of the team
Lead or support business development and fundraising, including proposal development for governments and large multilateral funders, development agencies, and large foundations; develop and/or manage relationships with these actors, as well
Organize and/or represent the Ultra Poor Graduation Initiative in global and local events to enhance learning and adaptation of the Graduation approach
Travel extensively (30 – 40%), at times in locations with limited amenities

Education and Experience:

Master’s degree in social sciences, international development, evaluation or another related field required
At least 7 years of experience in international development, including program design, implementation, and budgeting; with field experience in Asia or Africa, required
Sector experience in livelihoods, social protection, gender, financial inclusion, or health
Experience as a technical advisor in curricula development, training, and facilitation
Experience working on behalf of development consulting agencies, multilaterals, such as the UN or World Bank, or as an individual consultant serving multilaterals, NGOs, or government-led initiatives
Familiarity with BRAC’s Ultra-Poor Graduation Approach
A proven track record in new business development with experience supporting proposal development and fundraising efforts
Experience managing teams or individuals

Skills and Qualifications:

Exceptional ability to communicate to partners and clients via written products and presentations
Creative problem solver; able to easily adapt to change in a fast-paced environment
Proactive leader, with ability to effectively manage competing work streams and deadlines
Strong manager and mentor, with the ability to identify growth opportunities and provide ongoing mentoring and guidance to junior staff
Diplomatic, with strong interpersonal skills, and a high degree of cultural sensitivity
Excellent writing and public speaking skills in English required. Fluency in Arabic, French, Portuguese, Swahili, or Bengali, a plus

Increased awareness and uptake of the Graduation approach by stakeholders including policymakers, development finance agencies, national governments, NGOs and MFI implementers as a result of global advocacy efforts.
Effective adaptation and implementation of the Graduation approach, supported through advisory services, technical assistance, training and knowledge transfer from BRAC’s Targeting the Ultra Poor (TUP) program to external stakeholders interested in, or currently implementing Graduation approaches.
