Transaction Manager for the Impact-Linked Fund for WASH

36 hours per week – based in The Hague, the Netherlands

With our 20 years of experience, we support local entrepreneurs on their scaling pathway and offer funding, access to the water sector expert network and to other financiers and impact investors.


Aqua for All is since mid-2019 leading the programme “Making Water Count’’ in partnership with the Netherlands Ministry of Foreign Affairs up to mid-2024. The programme aims to achieve higher impact and mobilise public and private investments for effective water and sanitation solutions for low-income households. Under this programme, we deploy grant funding – amongst others – in selected innovative, blended finance structures targeting local SMEs and Financial Institutions. Your Opportunity

We are looking for a dynamic and fast-learning candidate with a passion for social entrepreneur-ship and innovative finance. The ideal candidate will be dedicated fully to the Impact-Linked Fund for Water, Sanitation and Hygiene (ILF for WASH), a follow-up of Aqua for All’s ‘Social Impact Incentives Programme’ (see: You will report to the ILF Manager.


The Transaction Manager will work closely with the ILF Manager in executing the different ILF transactions and in supporting the overall Fund activities, together with the partner organisations. The Transaction Manager will engage directly with Impact Enterprises/SMEs in emerging markets and impact investors globally. The role will require regular travel to the project countries.


This exciting role includes the following responsibilities:

  • Coordinate and execute the entire SIINC transaction process, which encompasses pipeline identification through a call for proposals, screening, selection, structuring and impact management and monitoring together with Roots of Impact;
  • Work closely with Roots of Impact on company due diligence, ensure the water and sanitation perspective and expertise is incorporated in the design of the incentives;
  • Lead internal and external ILF for WASH decision committees and prepare relevant documentation for decision making;
  • Liaise with Roots of Impact and partner enterprises on day-to-day implementation of the Fund activities;
  • Extract key learnings and generate insights from the overall SIINC transaction process for internal and external knowledge building and dissemination activities;
  • Work on the development of guidelines and standards to further the impact-linked funding practice in the WASH sector;
  • Prepare relevant documentation for fundraising and support in preparation of communication materials.


What you bring

  • A passion for making finance work to scale positive impact on water and sanitation services for low income countries and communities;
  • A graduate or post-graduate degree in Finance, Business or Development studies;
  • At least 3-5 years of solid professional experience; experience with impact enterprises in water and sanitation or other development issues in emerging markets is a plus but not a must;
  • Strong business and financial analysis skills with the ability to overall assess early and growth stage enterprises;
  • Result-oriented attitude and entrepreneurial mindset;
  • Ability to conceptualise as well as design and execute concrete projects;
  • Strong organisational and cooperation skills with multiple stakeholders;
  • Sound problem solving and decision-making skills;
  • Excellent written and verbal communication skills in English, fluency in French is a plus;
  • Excellent presentation skills;
  • Residence or working permit for EU countries.
