GIZ supports the German Government in the field of international cooperation for sustainable development. GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, private sector development and technical education, biodiversity, as well as good governance and displacement.

For the team of our “Policy Advisory for Promoting Energy Efficiency and Renewable Energy II, PAP II”, we seek applications for the position of “Economic Cooperation and Private Sector Development Advisor”.

A. Responsibilities

  • Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
  • Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
  • Advise supervisor on all task when implementing GIZ rules and regulation
  • Advise supervisor in the field of project’s planning, steering and monitoring
  • Independently implement goals and requirements set by the line manager and regional project manager
  • Make decisions which have a short-term effect within a limited project area/ unit
  • Assist supervisor to identify day to day problem and suggest appropriate solution

In this context, the position holder fulfils the following tasks:

B. Tasks (Main Job Role)

  • Market Analysis and Opportunity Identification: Conduct market assessments to identify opportunities for private sector investment in renewable energy and energy efficiency. Analyze market trends, barriers, and incentives to inform strategic decisions.
  • Stakeholder Engagement and Partnership Building: Build and maintain relationships with key private sector actors, industry associations, and government agencies to foster collaboration and partnerships. Facilitate dialogues between public and private stakeholders to address regulatory and policy challenges.
  • Policy and Regulatory Advisory: Provide guidance on energy policies and regulatory frameworks to help shape a business-friendly environment for renewable energy investments. Offer recommendations on policy adjustments to encourage private sector involvement.
  • Capacity Building and Training: Design and conduct workshops, training sessions, and knowledge-sharing events to build the capacity of private sector partners. Topics may include sustainable energy practices, financing mechanisms, and compliance with energy standards.
  • Project Development and Technical Assistance: Support private sector entities in the development of energy projects, including project design, feasibility studies, and technical assessments. Assist in aligning projects with sustainable development goals and best practices.
  • Access to Finance and Investment Mobilization: Identify financing options, including grants, loans, and investment funds, for energy projects. Help private sector companies navigate financial instruments and prepare funding proposals.
  • Knowledge Sharing and Innovation Promotion: Promote knowledge exchange on innovative energy technologies and business models, including digitalization in energy management. Encourage the adoption of new technologies and processes to enhance efficiency and reduce carbon emissions.
  • Environmental and Social Safeguards: Ensure private sector projects align with environmental and social standards. Provide guidance on sustainable practices and encourage inclusive approaches to benefit communities.
  • Advocacy and Awareness: Raise awareness on the role of the private sector in achieving energy transition goals. Advocate for policies and incentives that support sustainable private sector growth in the energy sector. Coordinate the project activities with other projects in the GIZ cluster.

C. Required qualifications, competences and experience

Educational Qualifications

  • Master’s degree in a relevant field, such as Energy Engineering, Environmental Science, Economics, Business Administration, International Development, or a related area.
  • Additional certification or training in renewable energy, energy policy, or sustainable development is advantageous.

Professional Experience:

  • At least 5–7 years of professional experience in the energy sector, focusing on renewable energy, energy efficiency, or sustainable infrastructure. Prior experience in private sector development, public-private partnerships, or development cooperation is often required.
  • Demonstrated experience with project design and implementation, market analysis, and investment promotion for energy-related projects.

Other knowledge, additional competences:
Technical and Sector-Specific Skills:

  • Strong knowledge of renewable energy technologies, energy efficiency strategies, and sector-specific challenges. Understanding of energy markets, energy policy frameworks, and regulatory environments relevant to private sector development.
  • Familiarity with financial modeling, investment structures, and funding mechanisms for energy projects. Experience with grants, subsidies, and private financing instruments is beneficial.

Analytical and Strategic Skills:

  • Proficiency in market assessments, data analysis, and project feasibility studies to identify investment opportunities and optimize project outcomes.
  • Strong strategic thinking abilities to assess potential impacts, risks, and benefits associated with energy projects in the private sector.

Stakeholder Engagement and Partnership Building:

  • Excellent interpersonal and networking skills, with the ability to build and maintain relationships with private sector stakeholders, government agencies, investors, and development partners.
  • Strong communication and negotiation skills to advocate for policy adjustments, investment incentives, and cross-sector partnerships.

Capacity Building and Training Experience:

  • Experience in designing and conducting workshops or training sessions to enhance local capacity in sustainable energy practices, financing, or policy compliance.

Policy and Regulatory Knowledge:

  • A solid understanding of national and international energy policies, regulatory requirements, and market incentives that impact private sector growth in the energy sector.

Digital and Innovation Literacy:

  • Familiarity with digital tools and emerging technologies in the energy sector, such as smart grids, energy management systems, and digital platforms for performance monitoring.

Adaptability and Cross-Cultural Competence:

  • Ability to work effectively in diverse cultural and challenging environments, with flexibility to adapt to evolving project needs and country-specific contexts.

Language Proficiency:

  • Proficiency in English
