Mission

Mission Description
Bluesquare and EUP FASS KOCC, with support from GiveWell, are implementing a program to strengthen immunization coverage across 7 health zones in Kasaï Province, Democratic Republic of Congo, aimed at achieving a sustainable reduction in the number of zero-dose children. Kasaï has one of the highest rates of zero-dose children in the DRC (34% for Penta 1 according to the 2023 ECV survey). The program targets an increase of at least 10% in immunization coverage across 7 target health zones (Kalonda Ouest, Kamonia, Kamwesha, Kanzala, Luebo, Ndjoko Mpunda, and Tshikapa), covering approximately 2.3 million inhabitants and 80,000 births per year.

The approach combines six intervention modalities (community tracing and monitoring, extended opening hours at fixed sites, new fixed sites, advanced strategy, mobile strategy, and demand-side financing), implemented via Performance-Based Financing (contracting) with local health facilities.

Bluesquare, as Lead of the Consortium, provides the digital layer of the program and its expertise in EPI (Expanded Programme on Immunization) monitoring: targeting, continuous tracking of activities, and payment verification are built on digital platforms. To achieve this, Bluesquare leverages tools such as vaccination cards with QR codes, geolocated sessions, and data integration with the SNIS (National Health Information System), Mashako 3.0, and cold chain monitoring. EUP FASS KOCC serves as the operational arm of the program, holding responsibility for the actual execution of field activities, which it delegates to health facilities through performance contracts that it negotiates, verifies on the ground, and validates. EUP FASS KOCC brings over 15 years of field presence and performance-based contracting experience in the province.

• Duration: 6 months, renewable (overall project duration: 3 years)
• Location: Tshikapa, Kasaï, DRC, with regular travel to the 7 target health zones
• Team: Bluesquare is a company of over 90 people distributed across several countries and organized into project and technical segment teams. Our Kinshasa team currently consists of 7 people. We value autonomy, flexibility, communication, and teamwork.

Role & Responsibilities

The role of the Technical Assistant is to support the implementation of the immunization program across the 7 health zones in Kasaï and ensure the satisfaction of the Ministry of Health, EUP FASS, and GiveWell, in collaboration with the Country Lead and the Project Manager.

Project Responsibilities:

• Support EUP FASS KOCC in implementing the six intervention modalities (community tracing, extended hours, new fixed sites, advanced strategy, mobile strategy, demand-side financing) in the target health zones;
• Support EUP FASS KOCC in developing and adhering to field activity schedules;
• Ensure alignment between the needs of the health zones/contracted facilities and the technical/digital solutions provided by Bluesquare;
• Actively collaborate with the Project Manager to meet deadlines, produce deliverables, and monitor performance contracts;
• Understand and master the program’s digital tools (geospatial targeting, QR code cards, GPS session tracking, monitoring dashboards) to provide technical recommendations and support their adoption by field teams;
• Engage with Bluesquare’s technical teams throughout the project to ensure the quality of deliverables and their alignment with health zone needs;
• Actively participate in meetings with EUP FASS KOCC, the provincial EPI coordination team, the EPI branch, health zones, and other project partners;
• Facilitate or lead training workshops on the program’s digital tools for health zone management teams and community health workers (RECOs), with support from other project team members;
• Utilize Bluesquare tools for daily tracking of project activities and contribute to monitoring data analysis to identify areas requiring reinforced support.

Technical Support:

• Perform technical tasks required for project implementation, including monitoring local data collection by RECOs and EUP FASS KOCC, GPS session tracking, and mobile household registration;
• Interact with Bluesquare’s technical team to resolve technical implementation issues and escalate tool adaptation needs tailored to the Kasaï context.

Institutional Support:

• Provide institutional knowledge required to anchor the project within the Ministry of Health and the provincial EPI coordination team in Kasaï;
• Maintain relationships of trust with Ministry of Health directorates and programs, target health zones, and EUP FASS;
• Support coordination with EUP FASS for supervision and coaching visits, particularly in health zones experiencing performance difficulties.

Other Responsibilities:

• Support the logistical organization of workshops (training, data collection, performance reviews) and events (meetings, field missions) across the 7 health zones;
• Provide administrative support to the Country Director as needed for the administration of the Tshikapa office and local team management (including recruitment).

The Technical Assistant will report directly to the Country Lead and the GiveWell Project Manager.

Profile

We are looking for a candidate with expertise in public health, a solid understanding of the Ministry of Health and the health system in the DRC (ideally in Kasaï), and an affinity for data and quantitative approaches.

Requirements

• Degree in Public Health with a quantitative focus;
• Knowledge of the DRC, the Ministry of Health, and ideally Kasaï province and its health zones;
• Strong experience in public health projects, ideally in immunization or maternal and child health;
• Experience in project implementation, ideally within a Performance-Based Financing (PBF) context;
• Demonstrated ability to build quality partnerships with health zones and local partners, understanding their needs and priorities;
• Excellent communication skills in French and English;
• Proficiency in MS Office: Excel, PowerPoint, Word;
• Experience in budget management;
• Willingness to reside in Tshikapa and travel regularly to target health zones.

Assets

• Familiarity with tech tools related to data systems: DHIS2, GIS (Geographic Information Systems), data management;
• Familiarity with data collection tools: ODK, KoboToolbox, etc.;
• Experience in immunization or with the Expanded Programme on Immunization (EPI) in the DRC;
• Experience in capacity building;
• Experience working in remote work environments with teams in Kinshasa and internationally.
