Colin Scaife is Chief Operating Officer of the Climate Resilience Execution Agency for Dominica (CREAD). He has 25 years’ experience from the private sector in major project/programme leadership and operational roles, with owners, developers, consultants and contractors, resulting in a fully rounded background in major project delivery in the construction sector.

In addition to managing the overall operations of CREAD and overseeing the Finance and Administration functions, Colin is responsible for the delivery of CREAD’s Capital Projects Portfolio currently totaling US$250M including Housing, Roads, Schools, Health Facilities, Water Infrastructure and Emergency Shelters.

A national of the United Kingdom, Colin has worked internationally for 20 years including in Bermuda, Dubai, Barbados, Abu Dhabi, South Africa and India. Colin holds an RICS Postgraduate Diploma in Project Management from Reading University (UK), and a BSc. (Honors) in Construction Management.
