John Owens is the Senior Policy Advisor, Digital Financial Services & Financial Inclusion Policies at the Alliance for Financial Inclusion.

 

John is an attorney and senior advisor who has provided policy and regulatory guidance, training, and research as well as managed several long-term international development efforts focused on financial inclusion, microfinance, digital financial services and SME development in emerging markets for more than 26 years. He has worked previously in Jamaica, Bolivia, and the Philippines as well as multiple short-term consultancies in other countries across Asia, Africa, the Middle East, Latin America and the Caribbean.

 

His areas of expertise include international project management, planning, designing, and implementation of inclusive financial services (credit and savings products, micro payments, mobile financial services and microinsurance) both on the policy side as well as directly with private sector banks, credit unions, specialized microfinance institutions, third party mobile money operators and mobile network operators. He has also worked with regulators and provided training on various aspects of improving the enabling environment to support financial inclusion in several countries. He has written and lectured on various aspects of digital financial services, financial inclusion, and policy and regulatory environment.

 

He holds a Juris Doctor in Law from Notre Dame Law School in the United States.
