Scarlett Santana is the Principal for RMI’s Global South program, focusing on accelerating clean energy access in Sub-Saharan Africa. She collaborates with governments to develop comprehensive electrification strategies, encompassing both on-grid and off-grid solutions.

Prior to joining RMI, Scarlett worked as a finance and policy analyst, specializing in the energy sector in Latin America and the Caribbean. Her expertise includes infrastructure financing, project evaluations, and business valuations. She has evaluated geothermal power projects in the Eastern Caribbean and introduced district cooling in Mexico, designing legal and financial structures for public-private transactions. Additionally, she has assessed the performance of numerous electricity utilities in the region.

Scarlett’s experience also includes supporting grid rehabilitation in the Dominican Republic and providing internal audit and risk mitigation advice to a Fortune 500 company and a microfinance institution.
