Scarlett is a Manager for RMI’s Global South program. Scarlett is part of the Africa Energy program, which works to accelerate affordable, reliable, and clean energy access in Sub-Saharan Africa by working closely with governments to develop robust and integrated national electrification strategies spanning on grid and off grid solutions. Scarlett joined RMI in January 2017.

Prior to joining RMI, Scarlett was a finance and policy analyst with a focus on the energy sector in Latin America and the Caribbean. Her expertise covers infrastructure financing, project evaluations, and business valuations. She assessed the economic, financial, and commercial viability of deploying geothermal power in five Eastern Caribbean states and introducing district cooling in Mexico. For these projects, she designed the legal and financial structures of public-private transactions to bring in private sector financing and technical expertise. She also assessed the commercial, operational, and financial performance of over 30 electricity utilities in Latin America and the Caribbean.

Scarlett also worked for the Inter-American Development Bank where she supported government agencies in rehabilitating the national distribution grid in the Dominican Republic. As an internal auditor, she advised a Fortune 500 company and a microfinance institution to identify their operational and loan portfolio risks and propose mitigation strategies.
