How HiiL Uses Data Innovation to Spark Change in the Justice System

Compared to sectors like education, healthcare, or infrastructure, the field of law and justice has historically had much less of a data-driven decision-making culture. “Many public decisions are made based on practice, habits, or even just a hunch,” says Dr. Martin Gramatikov, Director, Measuring Justice at HiiL.


That’s starting to change though, and The Hague Institute for Innovation of Law (HiiL), a social enterprise devoted to user-friendly justice, is one of the leaders.
