FCAB was founded by the late Abdul Majid Khan, a Bangladeshi-American engineer who left his homeland in 1976 to pursue graduate studies at the University of Michigan School of Engineering. A father of four who co-founded Ann Arbor’s first mosque, Mr. Khan died in an automobile accident shortly after filing FCAB’s legal paperwork for a tax-exempt non-profit status with the United States Internal Revenue Service and with plans to incorporate as an aid organization in Bangladesh.

Haiti is one example of a trend. Though not all countries break down aid spending according to the type of contractor used, data from those that do suggest that a growing share of aid is funnelled, not through charities or non-profit foundations, but through consultancies and other private-sector contractors that profit from the work.

Last week in Gaborone, Botswana, Laura and I sat in a small room in Tlokweng Main Clinic, a facility that recently started screening and treating women for cervical cancer. Seated with us was Leithailwe Wale, a 40-year-old woman who was diagnosed with the disease. Thanks to early detection and access to treatment, she told us, today she is alive, healthy and able to raise her son.
